Game changing strategies


Speaker: Professor Tony Travers, Chairman, The London Finance Commission

 

The London Finance Commission was established by the newly elected Mayor Boris Johnson in May 2012 to help improve the tax and public spending arrangements for London in order to promote jobs and growth.

The commission’s final report will be published in the Spring 2013.

Focusing on the mid-term future – a period we certainly hope will be ‘beyond austerity’ very few public bodies and services are likely to manage through this unprecedented period of transformation without recourse to radical game changing initiatives. For London and other cities in particular, the alternative financing models studied in the Commission's report will be an important step towards understanding change options which may gain momentum.

  • Efficiency, transformation, procurement and commissioningIn the current climate of increased commissioning due to reduced resources and a strategic shift towards market driven results, this workshop will consider the challenges this presents to commissioners in managing current internal delivery expectations, the squeeze on local voluntary and community sector and the desire for choice and results of stakeholders.

  • Mutuals and social enterprise - Is Big Society yesterday’s idea or does the involvement of social enterprise and the third sector offer real opportunities for local services. Has the focus become too much on cost saving rather than improving outcomes and identifying opportunities?

     
  • The future shape of local GovernmentGiven that austerity is here to stay it is clear that local government will look very different in the Future. CIPFA is currently working on a think piece on the shape and function of local government over the longer term. This workshop will share some of the current thinking and give participants a chance to engage with the debate.  

  • Graduate  resourcing and training challenge - The need to attract and keep the best finance graduates within the public sector is getting stronger. CIPFA together with public sector bodies in the Nottinghamshire developed an innovative solution to recruit and train new talent gaining best value for money.  This workshop will look at a  success story in public sector graduate recruitment and how the model could be rolled out to other areas.

  • Local Government Pension Scheme investment strategies - investments for the new "normal"The Local Government Pension Scheme (LGPS) is going through a period of significant change. With a new scheme due to be launched in just a few months’ time, an increasingly diverse range of employers and their growing demand for fund unitisation, dwindling membership, rapidly approaching fund maturity and the outcome of one of the most pivotal scheme valuations due soon, these are uncertain times for the LGPS and for those charged with charting the investment strategy.  In this session we will explore the challenges faced and look at potential solutions to deliver the necessary but realistically achievable long-term, diversified investment returns funds require.
